Who can order it

Anyone may buy a list for noncommercial use. Lists may not be used for commercial or charitable solicitations or advertising, and may not be sold or reproduced for resale (W. Va. Code § 3-2-30). The Secretary of State's form makes you sign a certification that you will follow this.

Tips before you order

Start with your county clerk. At one cent per name, a city of 8,000 voters costs about $80.
The Secretary of State charges by the hour and will call or email you with an estimate before starting. Describe your district exactly so the estimate is right.
Check the boxes for precinct number, mailing address and the districts you need on the state form. Name, address, party, status and registration date are the only fields included automatically.
The state form lets you filter to active voters or a party, and add voting history for specific elections. Include recent local elections so you can find the voters who turn out.
Because the list cannot be used for charitable solicitations or advertising, keep it to voter contact. Do not use it for fundraising appeals.
Phone numbers are not included. Collect them at the door and record them in CampaignKnock as you go.
