From $11. You order it from your municipal clerk or the Maine Secretary of State. Fill out the Request for Obtaining Data from Maine CVR, check "Party/Campaign Use Voter File" and "Candidate Campaign" with your office, sign it, and give it to your town clerk (for your town only) or the Secretary of State (for districts, counties or statewide).
Within 5 business days. An electronic file on a thumb drive supplied by the state or town, mailed to you or picked up at the town office or the Elections Division at 111 Sewall Street in Augusta. Email delivery is not allowed. You pay before the data is released.
Candidates, parties, campaign get-out-the-vote efforts and current officeholders may buy it (21-A MRS § 196-A(1)(B)). Staff or volunteers ordering for you must attach a letter from you authorizing them. You may use it only for your campaign, may not sell it, give it to another person, or post it where the public can reach it, and misuse is a civil violation with fines up to $1,000, then $5,000.
It includes voter name, residence address, mailing address, year of birth, party enrollment, electoral districts, active or inactive status, registration date and date of last change, voter record number, voting history for up to 2 elections you pick (separate file), military, overseas and township flags. It does not include phone numbers, email addresses, full date of birth, address confidentiality program participants.
