Who can order it

Only political committees registered with the State Board of Elections or the FEC, and government bodies. The candidate, treasurer or chair must verify the data is for bona fide political purposes. Using it for commercial solicitation or other business is a Class 4 felony, and Illinois law bars disclosing the electronic file to anyone other than a political committee or government body (10 ILCS 5/4-8).

Tips before you order

File a Statement of Organization (Form D-1) with the State Board to form your committee before you order. A candidate without a committee cannot buy the file.
Pay from the committee's own account. The Board will not take payment from anyone else.
Your county clerk or city election commission can also sell you a file, sometimes for less. Peoria County emails files for free, and Cook County Clerk orders are ready within three business days.
Choose the Preferred (single-file) format with history. It puts voters and voting history in one file, which is much easier to use than the three-table format.
Phone numbers are not listed as part of the file. Collect them at the door and record them in CampaignKnock as you go.
