Step by step

  1. Find your district. Check your qualifying paperwork or your county elections office for the exact district, ward or precinct your race covers.
  2. Order the matching list from the Delaware Department of Elections. Fill out the one-page Voter Registration File Request, check "Candidate," name your district under "Other," pick CSV or Excel, sign the oath, and email, mail or bring it to any Department of Elections office. Who can order it

Anyone can buy a list for $25, but the public version leaves out phone numbers. A candidate who has qualified for an upcoming primary or general election ballot gets the list for their jurisdiction free, and the request can come from you or a member of your committee listed on your campaign finance filing (15 Del. C. § 304). Everyone signs an oath, under penalty of perjury, not to use the list for commercial solicitation or anything unrelated to the electoral process.
