Who can order it

Anyone may request the list from the county voter registrar (Tex. Elec. Code § 18.008). Using it to advertise or promote commercial products or services is a Class A misdemeanor (§ 18.009), so it is for campaign use only. The statewide file from the Secretary of State also requires a notarized affidavit promising no commercial use (§ 18.066).

Tips before you order

Check your county elections website before you call. Dallas County posts its list free every month, and Collin County sells it online with instant email delivery.
County lists usually cover the whole county. Download the district code key along with the file so you can filter down to your city, council district or school board district.
Texas has no party registration, but voting history shows which party primary each voter voted in, which is the best partisan signal you will get.
Voters marked as suspense (status S) probably moved. Skip them or knock last.
Phone numbers and emails are not public in Texas. Collect them at the door and record them in CampaignKnock as you go.
