How to Get an Iowa Voter List for Your Campaign

Step by step

Find your district. Check your qualifying paperwork or your county elections office for the exact district, ward or precinct your race covers.
Order the matching list from the Iowa Secretary of State. Sign the Specifications and Order Form for Voter List, stating how you will use it, and email it to voterlist@sos.iowa.gov (or fax or mail it). You pay once the office tells you the total. Your county auditor also sells lists for districts in that county. Use the table below to pick the right list.

Who can order it

Anyone may buy a list (Iowa Code § 48A.38). It may be used only to ask for someone's vote, for a genuine political purpose, for political research or for an elected official's official work, never for commercial use (§ 48A.39). Misuse, including reselling or redistributing the list without written permission from the state registrar, is an aggravated misdemeanor (§ 39A.3).

Tips before you order

Check the box for "Contact Information and Election Participation" and pick the last 5 elections of every type, so you see who votes in city and school elections.
Lists leave out inactive and pending voters unless you check "Active, Inactive, and Pending."
Most city, school and legislative districts are under 20,000 voters, so the list usually costs just the $10 minimum.
Statewide and congressional lists come only from the Secretary of State. A county auditor can sell lists only for districts in that county and may charge different prices.
Your name, address and phone number go on a public log of everyone who buys a list.
Do not count on phone numbers. Collect them at the door and record them in CampaignKnock as you go.
