Who can order it

Anyone. The Secretary of State says the public parts of the voter record must be provided to anyone who asks, without regard to how they will use it. Confidential voter details are never released (C.R.S. 1-2-302 and 24-72-204).

Tips before you order

Check your county elections website first. Douglas and Jefferson counties give the voter file away free, so you may not need to pay anyone.
County files cover the whole county. Use the district code key that comes with the file to filter down to your city, school district or commissioner district.
Colorado mails every active voter a ballot. Many counties, including Jefferson, Douglas and Eagle, offer a list of voters who have returned their ballot during the election, so you can skip doors of people who already voted.
