$33 minimum. You order it from the Virginia Department of Elections. File your Certificate of Candidate Qualification first, then email the Voter List Request Form to info@elections.virginia.gov. Once your eligibility is verified you get an invoice to sign and pay.
Up to 10 business days. After the Department verifies that you qualify, it emails an invoice listing the data you asked for. The list is produced once you sign the invoice and pay.
Only candidates for election or party nomination, party committees, registered PACs, incumbent officeholders and certain nonprofits can buy the Registered Voter List, and only for their own district (Va. Code § 24.2-405). The law says the list may be furnished to no one else and used for no other purpose, and it may not be posted online or given to a third party for posting.
It includes full name, residence address, mailing address, gender, full date of birth, registration date, registration status, locality and precinct, voting districts, voter id number, election dates and whether the voter voted in person or absentee (vote history lists). It does not include social security numbers, phone numbers, email addresses, party (virginia voters do not register by party), residence street address for voters who gave a post office box under § 24.2-418 (the p.o. box is shown instead).
