Send an Open Public Records Act (OPRA) request to your county Superintendent of Elections or Commissioner of Registration for an electronic list, or ask the County Clerk's election division for printed lists by election district. Say that the list will not be used for commercial purposes.

Cape May emails lists and labels at no charge, Monmouth has you pick up printed lists and labels at the Superintendent's office in Freehold, and Bergen takes voter list requests through its OPRA process. You pay in full before or when you receive the list.
Any voter can ask the Commissioner of Registration for an electronic copy of the list (N.J.S.A. 19:31-18.1). Using the list for commercial or charitable solicitation is a disorderly persons offense with a fine of up to $500, so it is for campaign use only.
It includes voter name, street address, party affiliation, municipality, ward, election district, voting history, if you ask for it (varies by county). It does not include voter signatures, home addresses of protected persons, such as judges and police officers, approved for nondisclosure under daniel's law.
